PAHA welcomes new leadership roles
May 5, 2026

The Pilbara Aboriginal Health Alliance (PAHA) is sharing an update to our Executive Leadership Team structure, and we’re doing so with deep gratitude.

Following the departure of our Deputy Chief Executive Officer, Winsome (Winnie) Henry, PAHA has implemented an Executive Leadership Team restructure to ensure strong leadership and clear accountability across our work.

Before outlining what’s changing, we want to recognise the significant contribution Winnie has made as Deputy CEO. Across her time in the role, Winnie has been a steady and values-led leader – supporting staff, forming and maintaining relationships and helping drive work that strengthens the Aboriginal Community Controlled Health Services sector across the Pilbara.

Winnie’s leadership has helped PAHA grow and deliver important work alongside Partner Services and Stakeholders. We thank her sincerely for everything she has given to PAHA and the region, and we wish her all the very best for what comes next.

To continue building on this strong foundation, PAHA has established two new Executive Manager roles that report directly to the CEO.

The Executive Manager – Corporate Services role brings together PAHA’s internal corporate functions, including finance, compliance, risk and workforce support. This role helps ensure the organisation has strong systems and governance in place to support sustainable and accountable collaboration across the Pilbara.

Kevin Boots has stepped into the role of Executive Manager – Corporate Services. Kevin brings a steady, practical approach to strengthening the systems that support PAHA’s teams to focus on their work with communities across the Pilbara.

The Executive Manager – Community Services role oversees PAHA’s programs and projects, community engagement and key Stakeholder relationships. This role is focused on strengthening how PAHA works alongside communities and Partner Services across the region.

PAHA has chosen to recruit this role internally as part of our commitment to building leadership capacity and recognising the strengths already within the organisation, a strategic approach to succession planning. Henry Lockyer has been appointed to the role of Executive Manager – Community Services, a local Aboriginal community champion, he brings strong knowledge of PAHA, ACCHS sector experience, regional and community expertise and established relationships with communities and stakeholders.

Together, these roles strengthen PAHA’s Executive Leadership Team and support continuity in how we work, building on strong foundations while continuing to walk alongside communities now and into the future.
